Hazing and sexual harassment (bizutage et harcèlement sexuel)

On our specialized website, www.sos-bizutage.com, we have posted a number of pictures and videos which show clearly that "hazing", or "ragging" ("bizutage" in French) has become a tolerated form of sexual harassment, which is paradoxical, considering that sexual harassment is more and more severely punished, except, again, when victims are students, or even secondary-school pupils.
There is absolutely NO reason why sexual harassment of girls should be accepted in schools and universities, and often considered as a harmless "prank". Sexual harassment can have devastating effects on teen-agers in schools, sports teams, cheer-leaders groups, but perpetrators are very rarely brought to court and even more rarely convicted and sentenced to jail or even community-service work (preferably in public, which would be a very effective deterrent). Why?
